Angola Advances Urea Ambitions with Opening of $4bn Gas Plant

Angolan President João Lourenço has inaugurated a $4 billion gas processing plant in Soyo on 27 November 2025. Developed by the Novo Consórcio de Gás (NCG) in partnership with Azule Energy, Sonangol E&P, Chevron Corp., and TotalEnergies SE, the plant is capable of processing 400 million cubic feet of gas per day from Angola’s first standalone gas fields. Minerals and Petroleum Minister Diamantino Azevedo said the project is central to Angola’s strategy to channel domestic gas toward power generation, petrochemicals, ammonia, and urea production, as part of broader efforts to industrialise the economy and reduce reliance on crude oil exports.

The minister’s comments lay reference to plans announced in 2024 to establish large-scale urea production in Soyo. On 3 Dec 2024, Amufert S.A., through the OPAIA Group, signed a $1.4 billion Engineering, Procurement, and Construction (EPC) contract with Wuhuan Engineering for the new fertiliser plant, supported by a matching $1.4 billion financing commitment from Afreximbank.


On 12 February 2025, Toyo Engineering Corporation agreed to license its proprietary urea synthesis and granulation technology to Amufert S.A. for the Soyo complex, which includes a 4,000 tonnes per day (~1.5 million tonnes per year) urea production unit scheduled for completion in 2027. Toyo will provide licensing, basic design, proprietary equipment and technical services, while Wuhuan will deliver EPC for the entire complex.
