Achraf Tarsim
Morocco Country Manager at AfDB
Achraf TARSIM has been leading the implementation of the Bank's programs and projects in Morocco since July 2021. He is also responsible for strengthening collaboration between the Bank and its first partner on the continent, Morocco.
Prior to this position, Achraf was the Regional Sector Head for North Africa, in charge of energy, infrastructure and the financial sector. He was responsible for leading the sector dialogue with North African countries and designing new operations in the above sectors. He was responsible for the implementation of one of the Bank's largest project portfolios.
Achraf has extensive experience and knowledge of operations. He has designed and implemented a wide range of transactions in various sectors (industry, energy, mining, finance, governance, infrastructure...) in over 20 African countries. He has participated in the development of several Bank strategies, including the Financial Sector Development Strategy and the Africa Industrialization Strategy.
Prior to joining the Bank in 2009, Achraf worked in academia, consulting and government institutions in public sector management, infrastructure development and private investment, notably in Belgium and France.
Achraf holds a diploma in International Economics and Development from the University of Paris Panthéon - Sorbonne in France, a Master's degree in Economics from HEC Liège - School of Management, a Master's degree in Law from the University of Liège in Belgium and a diploma from the Royal Military School of Belgium. He has also completed several training courses and obtained various certifications, notably in Public Finance at the John F. Kennedy School of Government at Harvard University.
